## Commentary

Pope Honorius III, enthroned on high, is lifting his hand in blessing as he hands the scroll bearing the rule for the new Franciscan order to St Francis, who is kneeling before him. The everyday life of the city is going on in the background, paying little attention to the solemn ceremony - washing is hanging out to dry in the sun, and a small shop is open.
